After stopping at A to Z Marine and then crawling around the holding tank I realized II needed more parts and some support from SeaLand.
I called they said they would evaluate my project and call back. We sent a bunch of pics etc.

Solution

The solution is to use this combo for the purpose we are looking for. I had wanted to stay away from the threaded fitting but they assured me it would seal good and work fine.

I was also concerned a bit about the height of the setup but I do think it will all work out.
Now to drill a 3"" hole in the tank and the glue on the scoop to the bottom of the PVC pipe then soap on the seal and glue on the top threaded piece. The soap up the seal and place it into the top of the tank. It is the measurement from the inside bottom to the top of the tank that is critical. The PVC pipe needs to be 2" shorter than that measurement because the top threaded fitting uses that length for the seal. Oh well here we go again, measure thre times or thirty and then cross your fingers and cut.
