So, before whacking it with the hammer (a tried-and-true method of making it work) I decide to try a gentler way by placing some vice grips on the shaft. So, I removed the pulley and that was a surprise in itself that it would even come off the shaft after 30 or so years in the bilge, but it did.
Then I applied the vice grips and after a little persuasion the shaft turned. Now to see if it broke the motor binding wires or just freed it up. Possibly paint got into the motor? Not likely as there is really nowhere for it to enter but it is the best possible answer as we tested it to be good at the start of the re-build.
So now to apply some electricity to the old motor and see if it will pump some dam water!
